Splitting this off from bug 38536, the "Page protection" section of MediaWiki's info action feels strange when:

• the action's output lists create protection status for a title that already exists; and
• the action's output lists upload protection status for a title that can't really be uploaded to (really any page that's not in the File namespace).

This part of the interface needs a re-examination and reconsideration, I think.
