✋🏻 Turn off v0 search endpoints on the Wikibase REST API

Description

The v1 endpoints for search went live in mid Feb and we announced it to the community in the weekly summary and gave a 4 week period to switch over from v0.

Acceptance criteria:

  • REST API search endpoints only exist on v1
  • Developers that are still using the v0 routes of the REST API will get an error with the http error code 404 saying "v0 has been removed, please modify your routes to v1 such as '/rest.php/wikibase/v1'". The error will be shown for 2 weeks
