When using the upload script, if there is a match in CommonsDB, check the license of that asset and suggest a suitable template for the user when uploading.
(Possibly the Tampermonkey version of the script will be prioritzed during the Hackathon due to the current restrictions.)
So far I have added a license lookup and link to the back to the data provider source so that it can be investigated if it looks suspect.
I also added a check so that if the data provider is Wikimedia Sverige, it instead warns the user that there is already a similar file on Commons (with a link to it).
