The problem is the double opt in activity does not set the modified date of the contact, so they don't get updated in the Acoustic export tables or sent up to Acoustic unless they are otherwise modified, because everything in the Acoustic export is filtered on modified date.

1. Update the modified date of the existing double opt in contacts with modified dates earlier than their double opt in date.
2. Set the modified date on the post hook for the activity creation.
3. Update the modified date for the few we might have in the interim (SK).
