Collapse appearance menu by default

Description

Background

When visiting https://en.wikipedia.org/wiki/Main_Page in an incognito window, the appearance shows on the right side of the screen. There is some feedback that for users who clear cookies frequently this is annoying as it can't consistently be collapsed. We should evaluate whether it makes sense to collapse this. I talked to Justin and this is what we came up with.

User story

AS a reader I want the site to be optimized for reading.

Requirements

  • we should instrument the menu, see how many readers change the defaults, and whether or not readers are likely to change the defaults a second or nth time once they've changed it once.
  • Test the hypothesis: "readers are unlikely to change the defaults, and, even if they do change the defaults, will be unlikely to change them subsequent times"
  • If hypothesis is proven, hide the menu by default.
