As part of T400903, I've explored the following solutions to include the Suggestions Toggle on mobile:

	Op.1: Within the edit toolbar
	Op.2: Aa ToggleSwitch within the ellipsis menu
	Op.3: Within the rail

We will need to decide on the best approach to make it easy to toggle on/off suggestions while non being disrruptive.
