Please also disable all email notification types in Settings → Email → Email Preferences.
(Do not disable email in Email Delivery, that seems to disable Herald emails as well.)

No such preferences exist for mailing list accounts.
Huh, I created a test mailing list account in the test-instance and it seems like I can modify that account's Email Preferences at https://phabricator.wmcloud.org/settings/user/test-mailinglist-account-creation-20260327/page/emailpreferences/ (is there something I'm missing?)
(I'm not currently able to test whether those preferences actually make a difference in practice for that mailing list account, though, as T388022 means that the test instance currently can't send any emails at all)
