Steps to replicate the issue (include links if applicable):
It looks like there has been a regression related to T391050. At least one editor on the English Wikipedia appears to be receiving suggestions to "add" short descriptions to articles whose description is already set to "none". See https://en.wikipedia.org/w/index.php?title=1941_in_Michigan&diff=prev&oldid=1341105009, https://en.wikipedia.org/w/index.php?title=List_of_victims_of_Sobibor&diff=prev&oldid=1341104874, https://en.wikipedia.org/w/index.php?title=List_of_best-selling_singles_in_Germany&diff=prev&oldid=1341104450, and more of this editor's contributions. There is a discussion at the editor's talk page.
What happens?:
What should have happened instead?:
Editors should not receive a suggested edit related to the short description when the short description is already set to any value, including the string "none".
