Steps to replicate the issue (include links if applicable):

It looks like there has been a regression related to T391050. At least one editor on the English Wikipedia appears to be receiving suggestions to "add" short descriptions to articles whose description is already set to "none". See https://en.wikipedia.org/w/index.php?title=1941_in_Michigan&diff=prev&oldid=1341105009, https://en.wikipedia.org/w/index.php?title=List_of_victims_of_Sobibor&diff=prev&oldid=1341104874, https://en.wikipedia.org/w/index.php?title=List_of_best-selling_singles_in_Germany&diff=prev&oldid=1341104450, and more of this editor's contributions. Editors should not receive a suggested edit related to the short description when the short description is already set to any value, including the string "none".

We were told that this was being fixed almost a year ago, and the related phab task was closed.

It looks like this bug was previously reported in T326898, which was closed without a patch being applied, apparently.

Yep, and as I commented there, (T326898#11684430), the bug is still happening. It's closed as resolved but it doesn't seem to be resolved at all.

ContentTransform put in a fix and the template required a change to support the change. Requires further investigation.
