I really don't understand this bug. What exactly are the cases here? What's missing? Why
aren't you including a page name in your links -- that appears to be likely to cause
problems?

a) [[:en:wikt]] is not usefull as it does not end with a colon. Neither is [[:en]].

Please note this is a workaround for WIKT:EN *only*.
For WIKT:FR you need to use [[wikt:fr:Main_Page|foo]] or [[wikt:fr:Page
d'accueil|bar]].

A similar restriction is the subject of
bug 2406: links as [[wikipedia:de:]] will fail at non wikimedia foundation wiki
