Not ideal as a contact could previously have been snoozed and then wouldn't received the second email (but will still receive the first), but there are only 718 snoozed recurring donors currently, so off-target impact is likely to be very minimal.

This is as requested by DR, so they have a mechanism to exclude people who reply to the first recurring failure email saying they do not want to restart currently. See Slack.
