Implementation of the starter Kit dashboard header for the landing page of the StarterKit tool. This includes the status bar(Article count, active editors, number of admins and wiki size tracker) as well as the header of the page

A minor thing that I noticed while testing - there is a minus sign in front of the numbers that can be removed.
