webservice start should give a better error message when a conflicting job exists

Description

T422538: Connection with `k8s.tools.eqiad1.wikimedia.cloud` hits SSL error demonstrated that the current raw error emitted by webservice when a jobs-framework job with the same name as the tool has been defined is absolutely terrible. webservice should instead intercept those 409 errors and show a better message that actually hints what is wrong.
