Add non-interactible user icons for users not using User Info Card in PersonalDashboard Review Changes

Description

Following on from T419836, we want to show user icons next to usernames even if the user isn't using the User Info Card. We should ideally still show the normal and temporary icons based on whether the user is a full or temporary account.

Acceptance criteria

  • Usernames in the PersonalDashboard Review Changes feed have a user icon next to them.
  • The icon is cdxIconUserAvatar for registered accounts, cdxIconUserTemporary for temporary accounts.
