Drop in-pod mcrouter from mw-wikifunctions pod, no longer used

Description

Follow-up from T423311.

The deployment-charts for mw-wikifunctions have an in-pod mcrouter, but no longer use it. In future, if we need to experiment with different mcrouter config in the mw-wikifunctions world before deploying more widely, we'll use the MCROUTER_SERVER config to over-ride it locally in the mw-wikifunctions chart.
