VisualEditor was designed as a content editor, not a discussion editor. DiscussionTools utilizes VE for typing comments on discussion pages. However, many Wikimedia projects have content hosted outside mainspace/articlespace that could benefit from VE (e.g. drafts, projectspace essays), sometimes in namespaces that also host discussions.

This tracking task captures the work around making VE available for these uses.
