Add HTML header for discord previews

Description

As part of our discord partnership we need to add a HTML meta tag which contains a URL to a new service which generates previews for discord. The plan is to do this in the WikimediaCustomizations extension. We do not yet have the exact tag name from them (it sounded like it wasn't final) but we want the code merged for now.
