It is necessary to add a tracking category for the pages where tag TemplateData is located without include. I expect that such a category should be disabled by default, remaining an available option for project administrators.

Accounting for a tag without inclusion is needed to separate pages in which the tag is used directly from those in which it is used through inclusion.

It will allow to track and precisely process pages in which the specified tag is used, significantly reducing the time and effort required to maintain such pages. This will also allow to find templates without such a tag using the method of exclusion.

Benefits (why should this be implemented?):
Currently, there is no convenient way to get a list of pages that use such a tag, as well as to get a list of pages that do not.
