We plan to ingest a source of relevant edits to pages the user may be interested in, but has not yet edited, created, or watchlisted. There are a number of ways to do this, and a number of ways we might use the list of pages. Options include:
For all of these options, we need to define a list of pages to use as an input. Those pages should be ones that we have a strong sense that the user is interested in, such as ones they've substantively edited or watchlisted.
