I519f17 added URL support for these methods but the help text still suggests only titles are viable. Update the placeholder copy to indicate that URLs are now also considered valid.

cc @KieranMcCann-WMF if you have an opinion on what this should be. This text is "e.g. Project:Administrator's noticeboard" and "e.g. Project:Village pump" but we should note we support something like https://en.wikipedia.org/wiki/Main_Page now too.
@STran I think we should change the help copy above the textfield to “Add the URL or wikilink for the page that the user should go to” but keep the placeholder helper text within the field the same?
