One of the things highlighted by T423027: 2026-04-12 Gerrit Outage (was: DiskSpace) is that we needed to restart CI after such an issue.

Document how to restart CI if that does not exist
Integrate the doc into Gerrit's
Optional: Write a cookbook to do it automatically
