Summary

If a user sees an AbuseFilter captcha in VisualEditor when Bot detection and mitigation (WE4.10 hCaptcha) is enabled, then the user has to press save changes again. Ideally this would be skipped as long as the user has already had a chance to see the hCaptcha privacy policy notice

Acceptance criteria

Execute hCaptcha in VisualEditor if the user has already seen the privacy policy notice
