Why

• Having a one click watchlist button improves the editor experience
• Having a one click add to/remove from watchlist star improves the editor experience
• Reading lists is centered around the reader experience. However it is not a zero sum game. It is possible to improve the reader experience without diminishing the editor experience. Just include both a watchlist button and a readling list button side by side.

• To the Vector 2022 skin, add back the watchlist button

• was originally filed as T424407: Watchlist button gone from top right bar, but the new Phab user didn't fill out the paperwork right, so that ticket got closed. this ticket is the same thing though.
