The donor in cid 70247294 donated via Gravy from a Paypal account with a Finland home address. The donation referrer was a sidebar URL with country=PT and they chose USD. This Task is just a request to check whether this counts as a donation from an unaccepted country, after we talked about it in the weekly Fr-Tech meeting.

@MBeat33 wonders if we can block paypal from unaccepted countries on a technical level - I'm not sure we could have in this case.
