Steps to replicate the issue (include links if applicable):

While logged in
[ maybe this is a step, not sure: Special:Preferences -> Editing -> Editing Mode -> show me both editor tabs ]
Visit a page with multiple sections, such as https://www.mediawiki.org/wiki/Extension:SecurePoll?safemode=1&useskin=vector-2022

What happens?:

Affects all skins that I tested
Strangely, Special:Preferences and Special:GlobalPreferences on metawiki don't include "Editing Mode" at all for me
Haven't found this bug on enwiki so far
On mediawiki.org, this page still has the section edit links, so that's interesting: https://www.mediawiki.org/wiki/Extension:WikiSearch/search_facets_table

Good idea, thanks for suggesting. Just now I tried reverting that change to the template, but it did not fix my issue. I've started an onwiki discussion about it.
