Description

Steps to replicate the issue:

Go to a Contributions page or somewhere else with the IP Reveal toolbox link.
Click it.

What happens?
The page is scrolled to the top, then the dialog is opened after a short while.

What should have happened instead?
There should be no scrolling whatsoever.
