API:Allpages has a alto parameter to stop enumerating at that page title
Use case(s):
interwiki.py and redirect.py have an -until option to implement such a stop but it looks easier to have such an option with site.allpages
Benefits:
Avoids client-side filtering and termination logic by delegating the upper page-title bound to MediaWiki.
