Supporting the work of KR 4.10 following the completion of instrumentation on both iOS and Android. The plan is to roll out hCaptcha across all languages.
This is the first phase with a deployment to Group 2 wiki except enwiki which will constitute all Wikipedia's except the Engish Wikipedia.
