Behavior

1. On mobile, visit an article where A) ≥1 suggestion is available and B) said Suggestion(s) is located outside of your viewport when tapping Edit

2. Tap the top-most Edit button
3. Notice the lead section loads in VE
4. Notice the right rail appears
