As most pages in the MediaWiki namespace are system messages, I think it makes sense that admins expect text in those pages to be taken literally. However, as evidenced by T403891, pre-save transforms like signature expansion make implementing certain message replacements difficult. Template substitutions and pipe trick expansion could also be considered for elimination in the MediaWiki namespace.

Is there any reason an override of a translated system message would ever not be plain text? Why isn't the software automatically making the content model plain text?
