I originally created this badge as one that can be self-awarded, so that we can recognize the work of volunteers. However, I think the policy on badges changed so it is not possible to award them anymore without the help of an administrator. Ideally, anyone who wishes to be recognized as a volunteer can claim this badge for themselves.

It would be nice if we could find a way for the badge to be used as intended as a self-selected marker of a given user's status in the movement.

I suppose one option available could be a tool hosted on Toolforge or elsewhere that would perform the granting action on behalf of an authenticated user. That is more moving parts to keep track of than just button clicks within Phabricator itself, but if the permissions model of Badges does not separate editing the badge from awarding the badge that direct use might not be reasonably possible.
