Background
Displaying both Save and Watch as unlabeled icons within the toolbar could create considerable confusion for users, particularly since the Watch star icon is often interpreted as a “favourite” action. Moving Watch into the overflow menu on Minerva ensures the action is always accompanied by a label, helping clarify its purpose and better differentiate it from Save. As part of this work, Watchstar will be moved into the overflow menu on Talk pages to maintain a consistent location across views and ensure the action is always accompanied by a label for additional clarity. On Talk pages, we will show "subscribe" in the Star's place.
User story
As a Wikipedia user, I want the Save and Watch actions to be clearly distinguishable and consistently placed in the same location so that I can understand and access them without confusion.

- Updates to Minerva to support a primary subscribe action on a page (bookmark, watch or subscribe) depending on page type if found in the views (page actions) menu (reviewed by reader experience team)
- Update to DiscussionTools to promote subscribe https://gerrit.wikimedia.org/r/c/mediawiki/extensions/DiscussionTools/+/1305232 (to be reviewed by editing team)
Requirements
- Ensure T426131: Update tools belt to accommodate watch and bookmark and update page tools to only show icons at lower resolutions is resolved first as it will simplify the solution here.

- On Talk pages, show Subscribe function in place of Star on Talk pages (as shown in the design)
- On Talk pages, show Watch as the first option under the tools menu (as shown in the design)
