Because of a persistent LTA that's mostly active when our sysops are the least online, there seems to be majority support on nlwiki for turning on the AbuseFilter 'block’ consequence ASAP, with the effectiveness to be reviewed after a few weeks or a month.

The discussion started yesterday, you have to wait at least a week since it began.
Also, I assume you need to decide on wgAbuseFilterBlockDuration and wgAbuseFilterAnonBlockDuration as well.
We'll likely end up not defining a custom duration and instead rely on AbuseFilter's default values. Not that it matters much anyway, though I know it did in the past.
