Problem

Some outlines supposed to only ask junior editors for resources whereas its currently blocking all kind of editors as well. Reported here

In this example:

• Actor outline from French Wikipedia includes the notability-risk="sources junior" restriction.
• References become mandatory for a user with over 100 editors (not junior).

Test plan

Environment: testwiki
Outline: Album has both junior and sources notability risk tags

TC1: junior editor

1. Log in with an account with fewer than 100 local edits
2. Go to Special:NewArticle and search for "rubber soul"
3. Select the search result for the Beatles album of the same name
4. Land on the sources step and notice the "Continue" button disabled

TC2: experienced editor

1. Log in with an account with 100 or more local edits
2. Go to Special:NewArticle and search for "rubber soul"
3. Select the search result for the Beatles album of the same name
4. Land on the sources step and notiuce the "Continue" button enabled
