This is a spinoff from T426916: Look into adyen recurrings that failed with FRAUD on May 12 to reach out to the 352 donors whose recurring donations were canceled in error. Ideally we would send them an email from Civi along the lines of:
Dear [fname]
Due to a technical error, your recurring donation to Wikipedia canceled on May 12th. Please accept our apology for the inconvenience. The error is resolved, but we're unable to restart monthly donations, so if you'd be so kind as to create a new donation, we would greatly appreciate your continued support.
