In T426040 we are adding a popup to enable adding labels when users watch pages on desktop. This will be implemented by a less transient popup which appears when users interact with the watch star.
Using this popup on mobile in exactly the same way may not be the best user experience, especially given the way that the watchlist star may move around based on T426453. Instead, let's have the popup appear as a bottom sheet containing the options:
