Show swipe gesture tutorial to new "Home" feed users

Description

Background

Usability testing showed that some users did not immediately know to swipe upwards on the visually redesigned explore feed. As this is a new form factor for the app, we should show a brief onboarding so that users know to swipe up for new content.

Requirements

  • Communicate to users that they should swipe up for new content
  • Must not last more than 2 seconds, and should be easy to dismiss or dismiss automatically
  • Show a maximum of 1 time to user
  • Show on first impression of the "For you" feed

@SChekfa-WMF @HNordeenWMF that would be a custom element, we replaced all the custom alerts we had for the simple Apple alerts. Can we reuse half-sheets for this?

Test plan:

With group b enabled

  • Open For You
  • Ensure you see the swipe gesture
  • Ensure it lasts 2s

(may need fresh install to test swipe to dismiss earlier, since it only shows once - delete and reinstall to see the hint again)

  • Ensure you are able to swipe to dismiss earlier if wanted
  • Ensure it doesn't show up again after first show
