There should be a way to have the recordings not be uploaded to Commons. Easiest may be to just not save them. If we want to make it possible to review old recordings we could store them locally on the server for a bit and remove them using a scheduled job.

With the new setting you can use beta Commons instead. This should be enough for now, though we may want to have the option to not save anything down the line.
