Please remove the limit of edit per IP address temporarily.
An offline lesson to edit Wikipedia is scheduled to be held at a university in Japan for 4 days.

I requested lift-ip-cap for the same lesson last year (T391764) and the year before (T381729).
However, students had trouble editing it, so I reported a bug T400499. Has the bug been resolved?

Not resolved, similarly as T421590 we have been adding tempaccountvalue for throttle, lets see if this works
