Summary

The VisualEditor integration with hCaptcha is deployed to all WMF wikis and so we no longer need the migration flag $wgHCaptchaVisualEditorOnLoadIntegrationEnabled

Acceptance criteria

$wgHCaptchaVisualEditorOnLoadIntegrationEnabled is dropped with all places it is used assumed to have the value true
