Summary

As seen in T427887: Cannot publish DiscussionTools reply on Android App, the mobile apps need to support obtaining an hCaptcha token before making an API edit via the DiscussionTools API.

Acceptance criteria

the config override that allows mobile app UAs to bypass hCaptcha is removed
the mobile apps are updated to support obtaining an hCaptcha token for edits made via the DiscussionTools API
