Feature summary (what you would like to be able to do and where):
The user card icon currently changes based on the status of the account. There is a default icon, one for TAs, and one for accounts that are locked and/or locally blocked. It would be helpful to have a new icon for accounts that are blocked on other wikis but not blocked locally.

When I'm looking at a list of accounts in SuggestedInvestigations it would save me a lot of clicks/tabs to know in advance which accounts have no blocks anywhere.

Benefits (why should this be implemented?):
Less bother for CUs paging through SI, but also I expect this would be convenient for RC patrollers as a signal that they might want to report accounts to stewards, handy for sockpuppet-hunting, and other kinds of cross-wiki anti-abuse work.
