Invite experienced editors to create an outline when it is missing

Description

As part of the Article Guidance work (T396029), guidance is provided for the creation of different types of articles based on a set of community-created outlines. However, outlines don't cover all types of articles, and editors may find cases where those are missing.
This ticket proposes to provide experienced editors (and only those) an option to create an outline themselves when one is missing. We may want to explore how to surface such an option, what context to provide, and where to lead editors.

These are the two points where users may find types of articles not being supported:

Currently we are providing users an option to report, for advanced users we could consider an option to create the outline too. This could show some context and lead them to the editor in wikitext mode with an outline structure pre-loaded (with QID pre-flled when possible, and generic structure with notes to encourage adapting it) .
