The language-agnostic reference risk API currently allows you to query an existing revision and retrieve a list of references with reliability scores.

It would be useful if we could also query just for a specific URL. This would allow us to e.g. provide immediate feedback about just-added references via citoid (like we do for blocked URLs already).
