Per this discussion, there's a request to use a different icon, and present active block information differently, for users who have a block indicating that they are deceased. One idea is to standardize on a global block reason for "deceased user" and this could be parsed by the code in UserInfoCard to adjust the icon and card information.

Acceptance criteria

• A different icon is used for indefinitely blocked users with the global block reason of "deceased user"
• The user info card does not show "Actively blocked" but instead presents this information differently
