Description

We maintain three tools on Cloud VPS:

The Wikipedia Library
Wikilink
Hashtags

We need to migrate them away from Debian Bullseye - T428196.

Hashtags is already on Trixie.

The migration from Debian Bullseye has been underway across Cloud VPS projects for a while now, and most affected projects have already completed their migrations.
Debian Bullseye will reach the end of its Long Term Support(LTS) on August 31, 2026.
In order to keep our platforms secure we need to move to Debian Bookworm or Trixie.

All affected instances in these projects need to be upgraded by July 31st, 2026.
After July 31st, instances that remain on Bullseye may be subject to deprecation or cleanup efforts starting August 1st, 2026.
