Initial Evaluation

Bug fixes
Based on initial visualdiff testing, these are tasks which affect Parsoid Read Views on these target wikis
- T428927: cywiki bad wikitext
- T398967: Parsoid doesn't process Template:Markup correctly on cbk_zamwiki
- T421176: Templates that have trailing newlines can break tables in Parsoid with td-wikitext that assume a newline-SOL context
- T383004: Parsoid read views: map with extension (cite, templatestyles) in caption results in raw UNIQ QINU marker
- T353697: Parsoid/legacy parser {{Pre}} template rendering difference
Notify wikipedias about upcoming Parsoid Read Views roll-out
- Create MassMessage distribution list, based on Distribution_list/Global_message_delivery/Wikipedia
- Be careful, the Wikidata MassMessage tool is missing some Wikipedias
