E.g. in case of T405185#11391268, if NER wants to suggest a link to Agricultural Bank of France but there is no such article in this project, it could somehow suggest a link to another Wikipedia which then (by the tool that utilizes add-a-link model -- e.g. Add-a-Link task or EditCheck) gets formatted using this template or this template.
