What needs to be prioritized:
Translatewiki.net needs to be migrated manually to a new server provided as part of the refreshed sponsoring agreement with the hosting provider. As part of the migration, we should also move from ElasticSearch to OpenSearch and from upstream Puppet to Debian Puppet, so that the new setup is based on software choices that are supportable long term.

Work is completed when all required subtasks are resolved, user-facing and operational services are confirmed working on the new server, backups are confirmed to complete successfully, production traffic has been switched, and the old server is no longer in active use.

Why this is essential:
Translatewiki.net depends on a stable hosting environment and maintainable platform components. The current server setup is tied to the previous sponsoring arrangement. Doing the migration now allows us to move under controlled conditions and avoid carrying infrastructure risk into future planning cycles.

What happens if we do not do it now:
If we postpone this work, Translatewiki.net remains dependent on the old server and sponsoring setup for longer, greatly increasing the risk that we need to migrate later under time pressure.
