[EPIC] Convert TK UI Experiment interface to read-only

Description

After supporting all experiment configuration use-cases in GrowthBook, we want to make the TK UI experiment interface read-only and GB the source of truth for experiment configuration.

The configuration cases not yet supported include:

  • Higher traffic limits for NCS experiments
  • Metrics which currently require TKAA

We will also need to communicate the expected timelines, and either convert experiments configured in TK UI to GB or allow them to finish.
