we want to also be able highlight a statement or statement group on mobile:

• The statement or statement group that is to be highlighted is surrounded by a blue border, as in desktop
• Border color: Border/focus (color.blue700, #36c)
• Border thickness: border-width-thick, dimension.absolute.2
• This only happens when the user has a link directly to the statement or statement group, and if the page is refreshed, the border goes back to normal
